Title 24 is a California building code that went into effect in 2005. It affects all aspects of a building's design including roofing, wall construction and lighting to make up an "energy budget" per structure. If the building's energy consumption falls outside the criteria, the building permit won't be issued. This also pertains to remodeling permits, such as roof replacements.

For low-slope industrial or commercial buildings over 25,000 square feet, such as big box outlets or warehouses, the minimum standards are 0.7 for solar reflectance and 0.75 for thermal emittance. A reflective roof deflects heat from the sun's rays and therefore reduces the energy costs associated with air conditioning. Likewise, thermal emittance allows heat to escape back to the atmosphere via radiation, another important feature in energy efficiency. The materials used for high-reflective roofing involve products such as biobased coating materials, which are primarily made from agriculturally based soybean and corn oil polymers. They are 100 percent waterproof and require just a single coat despite carrying an impressive ten-year warranty.
